In an effort to collaborate test data and reports on process instrumentation, five Dutch agencies formed a cooperation panel under the name Werkgroup voor Instrument Beoordeling, or WIB, in 1963. In English terms, this group adopted the name International Instrument User’s Association and assists with the testing and reporting of a wide variety of instrumentation characteristics including cyber security. WIB assists with ISO/IEC development and reporting, and helped form or is involved with many security certifications including Wuldtech’s Achilles Certification, Mu Security’s “MUSIC” Certification, CSSC with the US Computer Emergency Readiness Team (US-CERT), ISCI ISA Security Compliance Institute, and many others.

WIB is becoming recognized as a global resource for security certification, standardization, and compliance for all critical infrastructure.

In Europe, cyber security measures are being driven into vendor specifications as a vendor requirement rather than issued as regulatory standards that end users must meet. This is changing the landscape of future control system devices since security must be “built in” at the time of engineering, not “snapped on” as a retrofit security solution.
